Manipur Crisis and Internal Security - Challenges to Cooperative Federalism

Manipur's ethnic conflict between the Meitei and Kuki-Zo communities since May 2023 is not just a law and order issue; it is a case study in India's internal security management, border management, and federal governance.

The roots are complex - historical grievances over land rights in hill vs valley, demand for ST status, influx of cross-border migrants from Myanmar, and a thriving drug-arms nexus in the Golden Triangle. The conflict has displaced over 60,000 people, with internet bans for months and a deep trust deficit between communities and the state.

It teaches us three lessons for internal security.

First, identity conflicts cannot be solved by security forces alone. AFSPA, free movement regime, and buffer zones can contain violence but not build peace. What is needed is sustained political dialogue under Article 371C provisions and autonomous district councils.

Second, border management is internal security. Myanmar's instability after 2021 has pushed refugees, weapons and narcotics. The decision to fence the 1,643 km Indo-Myanmar border and review the Free Movement Regime shows that open borders need smart regulation.

Third, the role of narrative and internet. In Manipur, misinformation and viral videos escalated tensions. Internal security in the digital age needs faster fact-checking and community leaders as peace ambassadors, not just internet shutdowns.

The way forward is a 3-track approach: Security - disarmament and securing arms looted from armouries; Dialogue - Justice system that is seen as neutral, with fast-track courts and a truth and reconciliation mechanism; Development - Look East Policy must become Act East for Manipur - highways, railways under PM-DevINE, and livelihood.

India has successfully resolved conflicts in Mizoram, Tripura and Nagaland through political accommodation. Manipur needs the same healing touch. A stable Northeast is essential for Viksit Bharat.
